Klaus has been concerned about 2.5 million ethnic Germans who were expelled from Czechoslovakia after WW2, attempting to reclaim their properties.
As such, he and a group of senators posted a legal challenge to the Czech constitutional court, which is expected to give its decision on 27th October 2009 - in 10 days' time.
Klaus cannot sign before the ruling is delivered and if the legal challenge is rejected, Klaus might have no option but to sign - unless he can find another way to hold up ratification.
Some think he might be able to and some don't ...

He strikes me as a good man who will and has held off from signing as long as he possibly can without damaging his country.
I happen to think he will sign before the end of the year and Lisbon will be enacted 1st Jan 2010. That is unless a GE can be forced in a country where the ratification can be re-opened in the next few weeks.
Same here. Let's hope he can't be bought with tantalising inducements the EU commission is likely to throw his way (fab new EU job + perks, etc.).
Unfortunately, I think you're right. In which case, there will be pressure on Cameron for an EU in/out referendum, which is, doubtless, why Hezza is muscling his way in to the new Tory government in waiting.
Cameron will lose votes to UKIP if he even considers it!
