US & UK: Criminal to look after other people's children

It seems that America has its own version of the UK's Independent Safeguarding Authority that criminalises parents to look after other people's children without express permission from the state.

This is a global thing - conditioning the people to request permission for everything. What is not expressly permitted is therefore an offense, as decreed by the state.
