Today is such a day.
The EU have woken up to the dangers of ubiquitous RF / electromagnetic emissions.
Several months ago, I wrote to the government about this matter and typically, it responded that there was "no evidence" that RF / electromagnetic energy was unsafe.
And there is plenty of evidence that the RF emitted by many of our masts and devices is way above what is considered to be 'safe'.
Those who are "electrically sensitive" suffer quite badly - it all but destroys their lives. Consider them to be the canaries in the coalmine. I'm sure sufferers of Thalidomide would agree with that one.

I'm with you on this one. The only thing I don't like about it is that it comes from Europe and not Westminster.

If not, who passes these contraptions, who tests them?
Govenment bodies do not protect us agaist anything...
Infact they surpress information.
The company who makes these smart meters, also fund there own research, how can that be right?

It could very well be a form of population control. You've put your finger on the points that worry me most. This stinks. It' big business against the population - again.
Akvavitix, the libertarian and, indeed, the common law principle is that people can do as they please, so long as they don't cause harm to others. That's leaves the scope wide open for people to innovate and create, prosper and do a lot of good in the world.
Given that:
1) safety standards already exist on RF and electromagnetic levels
2) there is plenty of evidence that it does affect people adversely
3) corporations have ignored these standards and falsified their data sheets
4) lobbied governments to ignore safety (thereby undercutting democracy)
... they are doing a whole raft of damage to others - individually and collectively. They have no right, under and kind of justice system, to do that.
Therefore, I don't believe that a ban is actually needed - because we have adequate laws already to do that. But since we know that governments ignore laws that don't suit them, it is welcome to have some kind of lever to force them to act - or at least highlight the issue, should they decide not to opt in to such an EU directive.

No need for banning or regulating, especially not the in EU style. If you've got a solid case that someone's wifi or any other RF emission is harming you then make a tort case of it, and if you prove it then it gets stopped and that's all there is to it. If it can't be proven then it's business as usual. Personally I'm a scpetic about the electro-senstive claim having seen a doco in which a bunch of people were shown a cell tower and promptly went down with headaches and all sorts of symptoms, none of which went away when they were informed that the bloody thing hadn't actually been switched on and was emitting no radiation of any kind unless you count the light reflecting off it. To be fair though I'm a sceptic about nearly everything on the advice of the Roswell aliens - they make a very good case for scepticism, and also a superb lasagne. :-D
