He's using the debt crisis as a smokescreen; as the government passes more 'competences' to supra-national bodies like NATO, it diminishes ours.
That is the goal and that is why he lambasts EU members for not pulling their weight in recent and ongoing wars.

Fausty, NATO was handed over by Obama to The EU as part of it becoming the EU Armed Forces by stealth. Look at Libya.
He saves billions whilst The EU make USA sole major arms supplier. It also loses any National allegiances and becomes easy to use to suppress future inter European rebellions like The Arab spring uprisings. Our contribution will be Trident.
